ISR's -- 1994 Season
There are too many cases of unknown dates in the historical records that I used to re-create this data set for me to be able to do weekly updates as I have in later years, so these are end-of-year ratings only.
The score set behind this is incomplete, but it's close enough to justify publication. Teams with incomplete game records are listed at the bottom; in most cases, it's possible to find their D1 records by using "reflected light"; most missing D1 games can be identified through the missing team's opponents. Since most of these are unlikely to have played each other, it's likely that the great bulk of the missing games are against non-D1 competition and wouldn't have an impact on the ratings.
Looking at the rankings for this season and comparing it to my memories of it points out some interesting things about the nature of media coverage in non-analytical times. I would have sworn that Georgia Tech, led by Garciaparra and Varitek, was by far the best team and that it was just bad luck that they lost the title game. It turns out that Tech's supporting cast dropped them down lower than quite a few teams, including national champion Oklahoma, and that the big story was probably the growing behemoth at Fullerton, which would show up in full strength in '95.
Another thing that stands out to me in the course of reviewing this echoes something that I pointed out in the 25-year retrospective - the line between D1 and D2 (or the higher echelons of the NAIA) used to be a lot thinner. Even now, if you run a combined ISR, it appears likely most years that the top teams in D2 are competitive with the bubble teams in D1; some years they're a bit higher than that. However, there used to be a lot more games that proved that. In '94, for example, there were over a dozen D2 or NAIA teams that played at least ten games against D1 opponents. The best of those looks to have been Rollins, who went 11-3 against D1 including wins over Miami and UCF. I don't have the data to do a combined ISR, but including just their D1 games puts them at #48, mostly because of strength of schedule issues (the fourteen games includes six games mixed between Miami, UCF, Wake Forest, and Michigan, but the rest are all the usual Northeastern cannon fodder that goes to Florida for spring break). Overall, possibly significantly, they went 40-16 and did not make the postseason after failing to win the Sunshine State Conference.

(*) The Texas Southern NCAA report is a mess for 1994; there are two different W-L records, one typed and one hand-written, and neither of those match what's in the SWAC historical records or what you get if you count up the games listed in the Games Played section of the report. I'm going with the record of games that are reported in sources from other teams or games they list against non-D1 opponents.
